Pre-construction and under construction

Punta Bergantín

Puerto Plata

The north coast's first new resort district in a generation, east of Puerto Plata on 2.3 kilometres of beach.

Punta Bergantín is a master-planned tourism district on roughly 4.7 million square metres between Puerto Plata and Sosúa, launched by the Dominican government with private developers and designed around a long public beach, hotels, residential clusters, a marina and sports facilities. It sits ten minutes from the international airport and the cruise terminals at Amber Cove and Taino Bay.

For buyers, the interest is pre-construction: condos and villas sold off plan by the developers of each parcel, at prices set before the district has a single hotel open. We represent buyers in the residential phases and can explain which parcels are released, what each developer's payment plan looks like, and what CONFOTUR status means for your transfer tax and IPI.

What is being built

The master plan sets aside land for several hotels (the first brands announced are international resort operators), low-rise residential neighbourhoods, a town centre with shops and restaurants, a marina, a golf course and the beach promenade. Build-out is phased over a decade; the first residential parcels and the beach infrastructure come first.

How buying off plan works here

Each parcel is sold by its own developer under its own contract. The usual structure is a reservation, 30% to 50% during construction in instalments tied to milestones, and the balance at delivery. Payments go to the developer's project account; ask for the fideicomiso (trust) arrangement, which protects buyer funds and which the better developers use.

Because the district is CONFOTUR-approved, the first buyer from the developer pays no 3% transfer tax, and the property is exempt from IPI for the period set in the approval, up to 15 years.

Our view

Pre-construction pricing rewards buyers who are early and patient, and punishes those who do not read the contract. We walk you through the developer's track record, the delivery guarantees and the resale conditions before you reserve. If a parcel's terms are weak, we say so and show you another.

Questions buyers ask

When can I move in?

Delivery depends on the parcel; the first residential phases target 2027. We give you the developer's schedule and its guarantees in writing.

Can I resell before delivery?

Most contracts allow assignment after a share of the price is paid, sometimes with a fee. We check the clause before you reserve.

Is the beach public?

Yes. Dominican law keeps the first 60 metres from the high-tide line public; the district is designed with a promenade along it.
